Syria truce: Russian Federation accuses United States of failing to abide by deal

Government forces and rebels groups have traded accusations of truce violations, and aid groups are still waiting to deliver humanitarian supplies to besieged areas inside Syria.

Though the deal went into effect Monday, U.S. officials have been loath to say what day of the required seven they consider the ceasefire to be on and thus when the Joint Implementation Center might be set up.

He says that under the deal, opposition units were supposed to move away in lockstep but have failed to do so.

The UN aid shipments have been stuck at the Turkish border, even as the fighting has stalled, because the UN hasn’t been able to get assurances they’d be allowed through all of the checkpoints between the border and their destinations.

Laerke also clarified United Nations comments a day earlier, saying that the United Nations does not require authorization from Syria’s government for cross-border aid deliveries under the terms of a Security Council resolution from 2014.

Opposition activists said government forces tried to storm Jobar, northeast of the capital, but were repelled by opposition fighters. Al-Qaida and Islamic State group militants, who are excluded from the cease-fire, are not present in the area, he said.

There was no comment from state media or the army about the proposed withdrawal.

Russian Federation said on Friday that a U.N. Security Council endorsement of a Syria ceasefire deal between Moscow and Washington appeared unlikely because the United States does not want to share the documents detailing the agreement with the 15-member body. Lavrov has said that Russian Federation would like to publish details of the cease-fire deal he hammered out with Kerry last week but that there are US objections to such a move. The White House said he expressed “deep concern” that Syria continues to block the delivery of humanitarian aid, despite decreased violence across the country.

“They, in their typical way, came up with a completely different thing, which is trying to interpret and reinterpret the agreement”, Churkin said, referring to US officials.

Syria and Russian Federation earlier said jets from a US -led coalition had struck a Syrian army position near Deir al-Zor, killing scores and allowing Islamic State fighters to briefly overrun it.
