Syrian Army declares ceasefire over, unclear if it will be renewed
“We were told that after 10 days meningitis vaccines would be sent in but we don’t know if they will be let in or not”, she added.

The strike was halted when Russian officials told their us counterparts that USA aircraft were possibly targeting Syrian military personnel and vehicles.
By Monday morning, rebel commanders were declaring the cease-fire dead and lamenting it as yet another failed attempt to end the war that has left an estimated 300,000 people dead over five years.
Russian Federation said the United States was being obstructive and deceptive regarding the airstrike.
The Syrian truce, which came into effect on September 12, did not apply to the terrorist groups of Daesh (ISIL or ISIS) and Jabhat Fateh al-Sham, the group formerly known as al-Nusra Front that changed its name in July. “There is no hope of aid being delivered now”.
Syria government warplanes meanwhile bombed rebel positions in Hama province, killing dozens of jihadist fighters, state media reported.
“I ask the United States, if they truly mean to target terrorists, where is the problem in coordinating their efforts with Russian Federation, with the Syrian-Arab army, with anyone who is targeting terrorists?” asked Shaaban.
Syria and Russian Federation blasted Washington over the attack. Their targets were ISIS positions but they hit Syrian troops instead, causing heavy casualties. The United States called the episode a mistake, but the Syrian government called it proof Washington was siding with terrorists.
The ministry statement came after the Russian military said that continuing rebel violations made it “meaningless” for the Syrian army to respect the deal.
“Our sense is that what happened today has dealt a serious blow to our efforts to bring peace to Syria”, the other official said, speaking on condition of anonymity. But a week after it began, desperate populations in besieged areas have yet to receive this aid, which has been held up on the Turkish border as humanitarian agencies await guarantees of safety from the warring parties.
There is no way to enforce the cessation on the ground, no way to hold parties accountable for breaking it and no way to guard aid corridors.
A statement from US Central Command said the coalition conferred with the Russian military before the strike.
“It would be good if they didn’t talk first to the press but if they talked to the people who are actually negotiating this”, he told reporters on the sidelines of the UN General Assembly.
Earlier, Kerry said “the basic cease-fire is holding but fragile”, adding that some humanitarian assistance deliveries had begun, and that U.S. and Russian diplomats were meeting in Geneva.
Kerry’s optimistic view was challenged by Russian Federation.
Both rebels and the government have accused each other of numerous violations of the ceasefire, the second this year.
Assad said Monday the airstrikes of the us -led coalition against his troops was meant to support the Islamic State group, calling the attack a “blatant American aggression”.
And Russia questioned the timing of the strike, two days before information sharing and cooperation between Moscow and Washington would have theoretically started.
The planned evacuation of several hundred rebels from the last opposition-held district of Homs, al-Waer, has also endangered the deal. “But we don’t have all the facts at this point”.

Earlier on Monday Lt. Gen. Sergei Rudskoi of the Russian military’s General Staff said in a briefing that Damascus had fulfilled its obligations.
