Syrian Military Says US-Russian Brokered Cease-Fire Over

The statement said the military forces have practised high self-restraint, and responded in a few cases when it had to do so to silence the fire from the rebels. USA officials said Syria and its ally, Russia, both knew where the convoy started and where it was going, and said the Obama administration considers Russia responsible for the Assad regime’s actions. That was to be set up after seven days of reduced violence and sustained aid deliveries to Aleppo and other areas.

The most important question now is the extent to which the failure of the ceasefire is followed by an escalation in fighting as happened in some, but not all, parts of Syria after the last unsuccessful truce in February.

Mr. Al-Halaby said that rebels in Aleppo province also claimed Russian aircraft were behind the attack.

This comes after the Syrian military announced it was over amid numerous violations, including an attack on an aid convoy, and apparent Russian unwillingness to press Damascus on the point.

“It would be good if they didn’t talk first to the press but if they talked to the people who are actually negotiating this”, Kerry said.

Mr Kerry called on Moscow to halt Syrian government air strikes, including on aid convoys, and indicated that the United States had not received official word from Russian Federation that the ceasefire deal was dead.

The agreement, negotiated by top diplomats from government backer Russian Federation and the United States, saw an initial drop in fighting across the country after it came into force on September 12.

One of the many difficulties in establishing even temporary and local ceasefires in Syria – and the problem is far worse in the case of a national truce – is the hatred between government and rebel sides is so intense that there needs to be monitors to implement and police any agreement or it will collapse.

A senior Syrian opposition figure says the U.S. -Russia-brokered cease-fire that went into effect in Syria a week ago is now “clinically dead”.

Spokesman John Kirby said Russian Federation, who the U.S. has deemed responsible for ensuring the Syrian government compliance, should clarify the Syrian position.

United Nations aid chief Stephen O’Brien said initial reports indicated many people had been killed or seriously wounded, including Sarc volunteers, and that if the “callous attack” was found to be deliberate it amount to a war crime. Australian, British and Danish warplanes were also involved in the attack. “It is the only basis that the global community can draw on” to resolve the Syrian crisis, he said.

“The regime of Bashar Assad had no real intention to commit to the truce”.

In a statement, State Department spokesman John Kirby stressed that the USA was waiting to hear from Russian Federation on the current state of the cease-fire.

Barazi said on Sunday that between 250 to 300 rebels were due to be evacuated from Waer, on Monday.

On Monday, the opposition reported 254 violations by government forces and their allies since the truce started on September 12.

The Britain-based Syrian Observatory for Human Rights gave a different death toll, saying 90 troops were killed in the strikes.

Syria was angered by a USA airstrike on Saturday near Deir el-Zour that was meant to hit IS militants but instead killed more than 60 Syrian soldiers.
