An HNC letter to Ban accused the Syrian regime and its allies of committing two dozen truce violations that had killed 29 people.

The letter, sent on Sunday, urged the United Nations to help “specify the territory covered by the truce to prevent hostilities”.

The cessation-of-hostilities agreement, brokered last week by the US and Russian Federation, came into effect midnight Friday local time.

“We are concerned about the significant Russian military build up we have seen in Syria with the ground troops, with the naval forces in eastern Mediterranean and with air forces conducting air strikes”, he told a press conference in the Gulf Arab country of Kuwait.

The UN chief said Monday a fragile Syria ceasefire was holding “by and large” despite “incidents” of fighting at the weekend, as a UN-backed taskforce was set to meet to evaluate accusations of breaches.

The Office for the Coordination of Humanitarian Affairs said the assistance will include food, water and sanitation supplies, as well as non-food items and medicine.

Twenty trucks carrying blankets and hygiene supplies entered rebel-held Moadamiyet al-Sham, encircled by government forces, and another 31 were to follow on Monday. He said it is the third aid convoy that has been allowed to enter Moadamiyeh in recent weeks.

There are efforts to strengthen the ceasefire, increase humanitarian access and build confidence before the resumption of peace talks in Geneva on March 7.

In those areas, there are both rebel groups who are part of the ceasefire and al-Qaeda’s al-Nusra Front, which is excluded.

Riad Hijab, who heads the HNC, a Saudi-backed opposition group, said Russian, Iranian and government forces have not stopped hostilities since the truce went into effect.

Hijab said the regime forces had violated the deal in 25 different regions held by the opposition with 24 artillery shelling incidents and five ground operations.
