“I duly declare John Pombe Magufuli to have been duly elected President of the United Republic of Tanzania”, said NEC chairman Damian Lubuva in a statement.
Lowassa said Wednesday he is disputing a few results and wants a recount, and accused the election commission of posting a few false results in favor of Magufuli.
In Zanzibar, police arrested several youths who had blocked roads in protest after the local election was annulled.
The ceremony is scheduled to be held at the Diamond Jubilee Hall Exhibition Center in the commercial capital, Dar es Salaam. The opposition says the vote on the islands was cancelled because it won.
The opposition Ukawa coalition on the semi-autonomous archipelago of Zanzibar has expressed concerns about the results announced so far.
African Union (AU), Commonwealth, and European election observers celebrated the peaceful nature of polling on Sunday.
Earlier, he called for the national electoral commission to stop releasing results, alleging the whole process nationwide had been marred by fraud. In Tandahimba, NEC gave Magufuli 49,998 whereas in their tallying, the CCM candidate was given additional 2,810 votes which he did not receive, they claimed.
Results from the presidential race began trickling in on Monday and the electoral commission is due to announce the victor on Thursday morning.
The United States embassy in Tanzania also said it was “gravely alarmed” at the annulment of the Zanzibar presidential polls, after what it described as “an orderly and peaceful election”.
Analysts have warned that the unusually tight race could spark tensions, with the opposition providing the first credible challenge to the CCM since the introduction of multi-party democracy in 1995.
She also mentioned a few notable challenges faced in the election as insufficient number of voters who were expected to take part with regard to the permanent voter register, delay of equipment to a few polling centres and delay to announce election results at constituency level.

Unlike most of its neighbours Tanzania, regarded a model of political and economic stability in the continent, has enjoyed relative political stability since attaining independence from Britain in 1961. Mr. Kagame has already ruled Rwanda since 1994, beginning as army chief and defence minister after his army routed the government during the 1994 genocide, and Rwanda’s elections have been carefully stage-managed to prevent major opposition candidates from running.
