But, as can be seen from the list of the arrested, the mob that attacked the Tanzanian girl, beat up her friends, and burnt the auto was constituted of people from both majority and minority communities.
Kijazi, who arrived in the city along with officials from India’s ministry of external affairs (MEA), held parleys with Karnataka’s home minister G Parameshwara and other top state officials for more than an hour on Thursday evening.
Bangalore police commissioner N S Megharikh said five people have been arrested over the attack which he said was a “road rage incident” and not racially motivated.
Denying reports in a section of media that the victim was stripped and paraded, Megharik said in her statement that she was only assaulted and molested in which her T-shirt was torn off.
However, the mob subsequently attacked a Tanzanian woman and her three friends as their vehicle was passing through the accident site.
The incident took place after a woman was mowed down on the outskirts of Bengaluru on Sunday.
Mr Kijazi met the 21-year-old girl victim in private and discussed the incident, and later with the other three student victims.
A rally attended by over two hundred African students at Town Hall in the nucleus of the city here saw expressions of grief mixed with a call for togetherness and inclusion. She also alleged that the police first refused to register her complaint, asking the African students to go and bring the man who had caused the accident.
The Joint Secretary told the Tanzanian High Commissioner that the Ministry is in regular touch with the authorities in Bangalore and that the state authorities have said they are seized of the matter and have taken action to prevent recurrence of such incidents.
She told India Today: “Right now we are scared of every Indian around us”. They pulled out all the students and thrashed them, the reports said.
The U-turn comes a day after Kijazi maintained in New Delhi that the assault on the Tanzanian girl was a “racist attack”.
Five men have been arrested after a mob attacked and stripped a female Tanzanian student in south India.
As Gowda was returning after meeting the family, he was gheraoed by locals who complained that innocent people have been arrested in the case, and that they should be let off.

Delhi’s former law minister was also accused in 2014 of harassing African women after he led a vigilante mob through an area of the capital, accusing the women of being prostitutes.
