The ever-present smirk on his face during the debates revealed a person who detested having to run through formalities of the process to get what he wanted. Before it was clear he was on the wrong side of grassroots Republicans, he slammed the Heritage Foundation for its analysis of the bill and urged conservatives to embrace the Senate proposal.
Sugar will not be the knockout in Rubio’s looming battle with Cruz for the most conservative Republican voters. But his record is too deep.
The major difference between Rubio and Cruz is not border security, but the treatment of undocumented workers in the United States.
