Police were initially responding to reports of a stalled vehicle in the middle of the road.

“People who are under the influence have unpredictable behavior, whether you are white, Hispanic, or black”, he said.

Shelby’s attorney said Crutcher reached out for something. Because of that, attorneys at the ACLU are demanding charges be filed.

Officer Tyler Turnbough, who is also white, used a stun gun on Crutcher, police said.

Crutcher said her family’s demand is for the “incompetent” officer who killed her brother to be charged immediately.

Hillary Clinton reacted Tuesday to the fatal shooting of Terence Crutcher by police in Tulsa, Oklahoma, calling it “unbearable”.

“There were several officers on the scene”, Crump said.

“Maybe on something.” Authorities said a vial of PCP was found in Crutcher’s vehicle. A fellow officer drew a stun gun to shock Crutcher.

Video released yesterday (September 20) shows that Terence Crutcher-number 170-had his hands up when Tulsa Police Department officer Betty Shelby shot and killed him. But his family’s attorney said the drug discovery is a distraction that does not justify the shooting, and it is also unclear if Crutcher was on the drug during the incident.

Videos police released on Monday show some of what happened next.

At a news conference Monday, the police chief told reporters that Crutcher was unarmed.

Shelby has been placed on administrative leave and is under criminal investigation, prosecutors and police said.

Crump called for Shelby to be held accountable for her actions. He also found it odd that there were four officers at the scene and Shelby was the only one who fired a shot.

The insurance executive had pleaded not guilty to second-degree manslaughter in the death of Eric Harris, the unarmed black man he shot and killed during an undercover operation April 2, 2015.

“He has his hands up and is facing the vehicle and looks at Shelby, and his left hand goes through the auto window, and that’s when she fired her shot”, Scott Wood, attorney for Ms Shelby, told Tulsa World on Tuesday. Walker confirmed that what he told the newspaper was true, but declined further comment.

“They will fight through the pain”, said Lance LoRusso, a lawyer and former police officer in Georgia who represents officers involved in the use of deadly force.

Police never found a gun.

Shelby’s attorney, Scott Wood, says the encounter unfolded for about 2 minutes before the video footage begins. Shelby’s dash cam was not recording during the incident.

Shelby’s attorney told an Associated Press reporter that Crutcher was reaching into the window of his SUV, which prompted the shooting.

Crutcher’s death is the latest in a string of police shootings of black men. As Crutcher approaches the driver’s side of the SUV, three male officers walk up and Crutcher appears to lower his hands and place them on the vehicle.

Crutcher can be seen dropping to the ground.

“I think he may have just been Tasered”, an officer says over the radio. One of the officers near Crutcher backs up slightly.

In the video, Crutcher lies in the middle of the street, motionless, soon to be dead.

In countless cases, they say, people have been shot and yet still posed a threat.
