Christi Howell, a 40-year-old mom from Kemp, Texas, found herself behind bars last week, busted for torturing her mentally disabled, 13-year-old son using the widely publicized Central Intelligence Agency interrogation technique known as “waterboarding,”, according to a police affidavit uncovered by WFAA-TV in Dallas. Shackleford ordered Howell to get a “pig rope” and tie it to the boy’s “private parts”, according to the station.
According to the affidavit for the arrest warrant obtained by WFAA, Kaufman County Sheriff’s Office Sgt. Jimmy Weisbruch was called to observe a forensic interview with the victim at the Kaufman County Children’s Advocacy Center on February 8. Shackleford has not been arranged, so bail has not yet been set. He was convicted a year ago of aggravated assault with a deadly weapon.
An affadavit stated that the boy told Shackleford about his actions toward the dog because “he wanted to be honest and admit what he had done”.
An affidavit filed by Kaufman County investigators accuses Shackleford of grabbing the boy and holding a towel over his face, as Howell poured water over his mouth and nose.
Shackleford is accused of employing waterboarding on the child, a form of punishment that causes the sensation of drowning. The boy told investigators Shackleford slapped him across the face several times when he broke eye contact, according to the affidavit.
The abuse allegedly involved waterboarding and the tying of rope around the victim’s genitals, which caused “rope burns to his genitals, neck and chest”.
A sheriff’s affidavit says the incident happened in January.

The victim was identified as being under 14 years old, but documents did not give his exact age.
