The GEF welcomes historic agreement at COP21 Paris climate talks
French Foreign Minister Laurent Fabius, president of the COP21, ended the 11-day Paris talks by sealing the deal.

Environment groups said the Paris agreement was a turning point in history and spelt the demise of the fossil fuel industry, pointing particularly to the significance of the 1.5C goal. I see no objections. “The Paris agreement is adopted”.
The agreement is partly legally binding and partly voluntary.
Calling the Paris climate deal “a health insurance policy for the planet”, UN Secretary-General Ban Ki-moon today urged governments to waste no time in delivering on their commitments to fight global warming.
China’s Special Representative on Climate Change Xie Zhenhua said: “The Paris Climate Conference is a crucial point in the global climate governance process”.
“But this does not prevent us from taking historic steps forward”.
Loss and damage: In a victory for small island nations threatened by rising seas, the agreement includes a section recognizing “loss and damage” associated with climate-related disasters.
The slogan “FOR THE PLANET” is projected on the Eiffel Tower as part of the COP21, United Nations Climate Change Conference in Paris.
Those who support the agreement nonetheless say it contains a number of groundbreaking measures.
Of course, the Earth will not be “saved” from the ravages of runaway climate change by the adoption of this overarching goal alone, without the means to achieve it. Disappointingly, no specific targets have been set to reduce greenhouse gas emissions by quantified amounts between now and 2050; instead, parties aim to reach global peaking of emissions “as soon as possible” and to achieve what would amount to carbon neutrality “in the second half of this century”.

However, the accord was also criticised for not being specific on targets. “We are of the opinion that the agreement could have been more ambitious and actions are far below historic responsibilities and limiting temperature below 2 degrees will be hard”. You have rightly agreed that the current level of ambition is the floor, not the ceiling, and that every five years, beginning before 2020, you will regularly review what is needed in line with science. Only developed countries are expected to slash their emissions in absolute terms; developing nations are “encouraged” to do so as their capabilities evolve over time.
