Third officer sanctioned in Chicago fatality

Chicago Police Superintendent Eddie Johnson on Friday relieved two officers of their police powers following the shooting.
CHICAGO (AP) – Two Chicago officers involved in a shooting that left a suspect dead were relieved of their police powers even as the case is still being investigated, police say.
An 18-year-old suspect who was shot by Chicago police died from a gunshot wound to the back, according to autopsy results released Saturday.
Police spokesman Anthony Guglielmi says Superintendent Johnson spent hours reviewing video evidence with other officials following the release of the autopsy report.
The three policemen shot and killed the 18-year-old on Thursday after he sideswiped a squad auto and another vehicle with a stolen Jaguar he was driving as police tried to arrest him, the Chicago Police Department said in a statement.
A third Chicago Police officer has now been relieved of his police powers in connection with the fatal shooting of 18-year-old Paul O’Neal Thursday night, according to a statement.
O’Neal was black. Police have not provided any identifying information about the officers who were involved.
The auto stopped, and police got out of their vehicle, said First Deputy Superintendent John Escalante.
Three days after the incident, the Chicago Police Department updated its policy on use of deadly force, prohibiting officers from shooting at moving vehicles if no other weapons were being used against police.
O’Neal was eventually transported to Northwestern Memorial Hospital and pronounced dead. “[The officers] will be assigned to administrative positions within the agency pending the outcome of (the Independent Police Review Authority’s) investigation and our continuing internal administrative review”.
Police shot and killed a black Chicago teen Thursday who appears to have been unarmed and was in a vehicle reported stolen earlier in the day from Bolingbrook.
Guglielmi said that although IPRA is handling the investigation of the officers involved in the shooting, “We are also looking at what policies may have been violated” and use the findings for training of officers.
Among the questions investigators will try to answer is whether O’Neal was involved with the theft of the vehicle earlier in the day in the suburb of Bolingbrook.
