Oneida County Sheriff Rob Maciol says the attack was not related to 53-year old Alan Dobransky’s job as a corrections officer.

Investigators say Keith Seppi, Cindy Shield’s brother-in-law, was the one who planted the bomb.
Authorities said Alan Dobransky discovered that Cindy Shields, who was taking care of Dobransky’s elderly mother in OH, had taken money from his mother for more than four years.
The Oneida County Sheriff’s Office charged Cindy L. Shields, 58; Keith Seppi, 58; and Donna J. Seppi, 63, with first-degree assault.
The suspects were set to be arraigned at 5:30 p.m.in Floyd Town Court. McNamara also says his office will meet with the U.S. Attorney’s Office to decide if the case will be prosecuted federally, locally or both.
Dobransky was injured at his home after a package that was delivered to his home exploded.
Dobransky remains in critical condition.
“During the investigation, information was obtained on a possible suspect, 58 year-old, Keith Seppi from Conneaut, Ohio”.
Officials said Shields was the caretaker for Dobransky’s mother for about four years and stole money from her.
“The searches resulted in the discovery of incriminating evidence implicating these individuals in the plot to target the officer”, ATF Special Agent in Charge Delano Reid said in a release, calling it a “cowardly package bomb attack on an unsuspecting New York State Corrections Officer”. But the pair had what Richard Shields described as a falling out and Dobransky’s mother moved in with a niece.

New York State Police, The Bureau of Alcohol, Tobacco and Firearms and Explosives and the FBI were involved in the investigation. “Alan confronted Shields about the stolen money and planned to make a report to the local law enforcement”, Maciol said. “I could not be more proud of what I’ve seen here”.
