Three million more migrants could arrive by end of 2016 — European Union
A country like Greece has seen more than half a million arrive, but since it has been staving off bankruptcy for over a year it has not had the funds nor the attention that the crisis deserves.

Spain’s Defense Ministry says one of its frigates has rescued 517 migrants from an open-top, wooden fishing vessel that was adrift off the coast of Libya. About 65 percent of migrants are men, 20 percent are children and 14 percent are women.
Tsipras later said traffickers were making a tidy profit by packing people “not in boats, but in makeshift rubber tubes”.
Ministry photographs showed the people packed onto the 20-meter long boat, several of them sitting on the sides. I have three children. Germany and Sweden are also feeling the impact.
Tsipras and Schulz arrived on Lesbos amid a four-day strike by sailors that has prevented thousands of migrants from leaving the island. But while solutions are discussed in terms of dozens, the problems facing the 28-nation bloc in dealing with the migrant crisis come in the hundreds of thousands.
The relocation program aims to transfer 160,000 refugees from European Union countries on the front line of the migration crisis to other member states. No injuries were reported among the passengers.
Lesbos Mayor Spyros Galinos said he would take up the issue with Prime Minister Alexis Tsipras when he visits the island on Thursday.
So far this year, more than 3,400 people have lost their lives or been reported missing as they seek to reach Europe.
Of the 218,000 migrants and refugees who took to the sea in October, 210,000 landed in Greece, mostly in Lesbos.
The agency has asked for $96.15 million (88.5 million euros) in additional support for its winter protection plan, with the focus on adapting shelter and reception centres to cope with colder weather.
“We were unfortunate enough to see an improvised dinghy as we were heading in, full of refugees”, Tsipras said.
The agency will also work on the winterization of water systems, including insulating water pipelines, pumps, tanks and reservoirs as well as sanitation facilities, showers, wash basins and laundry facilities.
More than 750,000 migrants have arrived in Europe by sea in 2015, according to the UNHCR.
Eleven percent of all the applicants were unaccompanied minors.
They keep on coming, and they will keep on coming until they are stopped. It is now 44 per cent and continuing to increase.
“This is now a global responsibility, but it is a particular European responsibility”, he said.
Two first groups of Eritreans and Syrians left Italy under the relocation scheme last month, bound for Sweden and Finland, although a few countries such as the Czech Republic, Hungary, Slovakia and Poland still oppose the mandatory quotas. That figure lags behind actual arrivals as officials struggle to process all applications.
Police in the Idomeni border area said 850 people had crossed between Wednesday morning and Thursday morning. Numbers usually range from 4,000 to 8,000 people per day. This means that more than one million people will have fled to the continent this year.
European Union autumn economic forecasts indicated that based on current entry levels and a “technical assumption” about future flows, arrival rates are unlikely to slow before 2017.
The incident is the latest in a series of deadly shipwrecks as Lesbos and other Greek islands are facing a surge in the influx of refugees and migrants attempting to cross from Turkey.

This comes as two children drowned overnight off the Greek island of Kos when a boat carrying refugees sank. “He let him go to rescue the other child”, IOM said.
