James told CNN she worked with Tresa Owens for more than two decades at a preschool in Katy, about two hours away from where the balloon trip began. A balloonist’s application says that drunken driving convictions will be covered on the FAA’s medical paperwork – but balloonists don’t actually need to use that medical form at all, and can just get a generic statement from their doctor.

Including part-time pilots and full-time professionals, the Balloon Federation of America estimates there are somewhere between 150 and 200 commercial hot air balloon operators across North America.

“DWIs are disqualifying when you’re required to have a FAA medical”. “You’re really self-policing. You’re the one asserting that you’re fit to fly”.

Two years ago, the NTSB recommended greater oversight of commercial balloon operators, but the FAA rejected that recommendation.
