Neither of the reports has been confirmed, Douglas-Cook said, but police are treating the situation seriously.
Mark Saunders says several units, including the Emergency Task Force, are on scene.
Police say the person with the gun may have been a police officer.
Police evacuated some buildings and put others on “hold and secure” status, meaning people weren’t told to hide under their desks but they weren’t allowed to leave or enter the buildings.
Police were called to the Queens Park and Charles St. W. area around 9:30 a.m. Monday after reports of a person with a gun inside a building.
“We have not seen a picture of any firearms at this point in time”, Saunders said. An additional man has been taken into custody.
Saunders says he’s seen photos of a man wearing all black and what appears to be a surgical mask. She said building security didn’t recognize someone wearing a mask, but police are uncertain if the person is a construction worker.
Tensions are high after Sunday’s attack on a gay nightclub in Florida, the deadliest mass shooting in US history with 49 people killed, with both police and civilians quick to alert to suspicious scenes.

The university has informed students in a statement and on Twitter that many buildings are closed on campus, and advised students to “remain in place until an all-clear is called”.
