However, health and safety issues around the ground caused by the adverse weather were ultimately behind the decision to call the game off, made by City’s safety inspection group in conjunction with UEFA officials and the two clubs. The German club later confirmed a rearranged time of 7.45pm Wednesday.
Die Fohlen will open their account in this season’s elite club competition with a daunting encounter at the Etihad Stadium, as City have been tipped by many as one of the teams who could win this year’s competition.
Per a report by the Telegraph’s Ducker and Richard Amofa, UEFA rules legislate that the rescheduled game must be played either the following day or “on a reserve date or other date set by the UEFA administration”.
“But City could not make that possible”.
Per James Ducker of the Telegraph, the match will be played at 7:45 on Wednesday.
“We’re not happy with that”. City offered us to spend the next night in the Academy. “I think, for the away team, it is a disadvantage without fans”.
Manchester city centre suffered flash flooding and the Metrolink tram service – a major commuter route to Etihad Stadium – was suspended as a result of the downpour, with the majority of the 1500 travelling supporters now facing hastily rearranged travel or a fruitless trip.
“Torrential rainfall across Manchester throughout the evening led to flooding in the areas in and around the stadium, which forced the decision on safety and security grounds”, the statement said.
It is the second time in recent months both clubs have had games called off following inclement weather.
Roads in Manchester city center were flooded.

Monchengladbach midfielder Oscar Wendt said: “We are disappointed for the fans because 90 per cent of them will probably not be able to watch the rearranged game”.
