Mayor Annise Parker warned residents to stay away from wet roads after dark and be aware of flash floods, which the National Weather Service said were occurring in the city early Sunday.

While there have been no reports of deaths or major injuries, there have been a number of incidents on the roads.

Heavy rains that brought a flood threat to North and Central Texas will spread into South Texas on Sunday as a stalled cold front causing the downpours is reinforced by remnants of Hurricane Patricia. A Union Pacific train with dozens of cars carrying cement derailed in Corsicana, one of Navarro County’s hardest-hit communities, though not before two workers on it managed to stop it, climb out, then swim to high ground, company spokesman Jeff DeGraff told CNN.

Galveston County Judge Mark Henry on Saturday issued a voluntary evacuation for Bolivar Peninsula, just northeast of Galveston Island. The dog is safe, but the man remained missing as of Sunday.

“There’s a few very intense rainfall still to come across Louisiana and Mississippi”, Danielle Banks, a meteorologist for The Weather Channel, said.

“There will be localized flooding in Houston, primarily street flooding”, she said.

One locomotive and several rail cars loaded with gravel went into the water and were partly submerged, DeGraff said.
