Russia’s Prime Minister Dmitry Medvedev has ordered the government to draft possible economic sanctions against Turkey.

The Russian president said he viewed the promise as part of creating a broader worldwide “anti-terrorist” coalition by bringing together Moscow and Western countries.

The French president’s trip to Moscow had threatened to be overshadowed by the downing of a Russian jet this week by Turkey.

Erdoğan refused to apologize for the plane’s downing, which Ankara said came after it flew for 17 seconds into Turkish airspace.

“We haven’t heard a clear apology from Turkey’s top political leadership, or an offer to compensate for the damage or a promise to punish the criminals”, he said at the Kremlin while receiving credentials from several ambassadors.

He restated Turkey’s stance that the Russian plane “ignored repeated warnings over five minutes” to leave Turkish airspace and had failed to identify itself.

Russian Federation reacted angrily after Turkish fighter jets shot down the warplane Tuesday, threatening ties between two countries on opposite sides in the Syrian war and raising fears of a wider worldwide conflict.

Russia has made a decision to suspend visa-free travel regime with Turkey from next year for fear of terrorism spreading, Russian Foreign Minister Sergei Lavrov said Friday.

Putin said Moscow was ready to unite with Paris against a “mutual enemy” following the downing of the Russian airliner and the attacks in Paris.

The destruction of the Russian plane – and arguments over whether it was in Turkish airspace – have fuelled tensions between the two countries this week.

“What we agreed, and this is important, is to strike only terrorists and Daesh (Islamic State) and to not strike forces that are fighting terrorism”, said the French President. “Turkey is buying oil from Russian Federation”.
