Turkey’s Davutoglu tasked to form new government

ANKARA Turkish Prime Minister Ahmet Davutoglu said on Thursday which typically President Tayyip Erdogan will likely give him a mandate to form a alliance government later tha day.

Davutoğlu was due to meet Erdoğan at 1.30 pm.

The pro-Kurdish Peoples’ Democratic Party (HDP), which entered parliament for the first time after breaching a 10 percent voting threshold in the June election, has ruled out joining a coalition with the AKP.

The constitution stipulates that a new government is formed after the secretariat is established, although previous presidents have mandated leaders before the secretariat was established.

It will be a hard task for the Islamist-rooted AKP, whose most natural allies with the rightwing National Movement Party (MHP) – but the MHP’s firm opposition to peace talks with insurgent Kurds could derail a hard-won peace process. “After receiving the mandate, I will ask for meetings with all political parties”, Davutoglu told members of his party in parliament.

If neither the AK Party nor the CHP can form a government within 45 days, the president must call for a fresh election and appoint a prime minister within five days to form an interim government consisting of representatives from all four parties according to their number of deputies.

The AK Party leader said that the procedure in this frame would be clear. Davutoglu said last month he would not accept any coalition negotiations that questioned the legitimacy of Erdogan’s role.
