Turkey pushed on with a sweeping crackdown against suspected plotters of its failed coup Saturday, defiantly telling European Union critics it had no choice but to root out hidden enemies.
It is expected to be ratified by parliament, where his party holds the majority. The period has been extended to facilitate a full investigation into the coup attempt. President Barack Obama says there is a legal process for extradition and has encouraged Turkey to present whatever evidence it has against Gulen.
Gulen and his supporters have said the government is using the state of emergency “to solidify his power and persecute his critics”.
Those institutions “belong to, have ties with or are in communication with” the Gulen movement, according to a decree published Saturday in Turkey’s official gazette.
The official said Hanci “apparently” entered the country two days before the attempted putsch that erupted late on July 15.
Mohammet Sait Gulen was detained in the northeastern Turkish city of Erzurum and will be questioned in Ankara, the report said.
He added that the Turkish Armed Forces were against the plot from the beginning but a small group from the air force, gendarmerie and various armed units supported the coup attempt.
More than 9,000 soldiers have been arrested since the coup, but 1,200 were released Saturday, the government said. They include judges, teachers, police and journalists.

The rally marks a rare show of solidarity for a country that has failed to stand together in the aftermath of several terrorist attacks this year.
