Police in the York area 200 miles (320 kilometers) north of London advised more than 300 people to leave their homes because of rising river waters.
North Yorkshire Police said they have run out of “road closed” signs, writing in a tweet: “Several calls from people that have driven into floodwater, we have run out of road closed signs, don’t enter floodwater, avoid flooded roads”.
“We have had teams out with skips collecting damaged goods and the tip sites are open with no charges”.
The man, who lives on the third floor with his mother, said there were elderly people trapped and hoped the Army would rescue residents soon.
We of course owe a debt of gratitude to all the staff and volunteers from the City of York Council, the emergency services, Environment Agency, armed forces and voluntary organisations, for the hard work they have put in (and continue to do with the clean up) to try to minimise the impact of the floods and assist those affected. The whole of town is flooded, it is really extreme – I’ve never seen anything like this.
The River Aire, in Leeds, was predicted by the EA to have reached “record levels” at 11pm on Saturday night, with nine severe flood warnings in place.
The Environment Agency begged people to be cautious, tweeting that driving or walking in flowing flood waters could be life-threatening.
“With the clean-up operation now underway, it is essential that we continue to help those most in need and it has been fantastic that everyone has rallied together at this hard time”. It said emergency repairs to the Foss Barrier had allowed four of the eight pumps to begin working again.
Local MP Julian Sturdy met with the Environment Secretary to discuss what can be done to help local residents and businesses in the aftermath of the floods.
Soldiers were deployed in the city this morning to help with sandbagging and were also sent to Cawood, North Yorkshire, to help with evacuations.
Prime Minister David Cameron defended the government’s record on flood defences during a visit to York, saying it had committed to spend £2.3 billion over the next six years, and he would consider doing more.

The recent strengthening of the Leeman Road flood defences in York is an example of how we need to bolster defences to be better able to cope with the effects of climate change.
