In early July, after considerable protest from city cab drivers, Ottawa Police decided to enhance enforcement of the Highway Traffic Act, allowing police to fine drivers anywhere from $300 to $20,000 for operating without permits. Those individuals have since been cited for illegal activity, prosecutors said.
