Ukraine is about to default on a $3 billion loan and its creditor, Russia, says it is prepared to go to worldwide court. Moscow had previously said it would take Ukraine to court if it did not pay on time.

But Kremlin spokesman Dmitry Peskov said on Friday that these interpretations of Putin’s comments were “completely erroneous”.

The Ukrainian parliament has allowed the government to impose a moratorium on state debt repayment in May.

The fund meanwhile expressed concerns Friday over parliament’s rejection this week of a draft budget for next year and a new tax code, saying that a balanced budget is a “key condition” for funding and deviating from it would “inevitably disrupt the associated worldwide financing”.

But many of Kiev’s government troops which are battling the insurgents also speak Russian, belying Moscow’s claim.

The moratorium does not affect Ukraine’s obligation to repay the debt.

In August, Ukraine agreed a restructuring deal with a creditor committee led by Franklin Templeton (which owns about $7 billion of Ukrainian bonds) providing a 20 percent write-down on about $18 billion worth of Eurobonds.

Moscow approved the loan to Ukraine in late 2013, shortly before the country’s pro-Russian president Viktor Yanukovych was ousted, and before the annexation of Crimea and the armed conflict in the east.
