Ukraine imposes moratorium on repaying $3 billion Russian bond: PM
In November, Russian President Vladimir Putin offered a three-year restructuring plan for Kiev’s debt, provided loan guarantees were in place from the USA, the European Union and the International Monetary Fund. Under the offer, Russia would forgo payment this year and Kiev would pay $1 billion a year for the next three years.

He did not indicate when Ukraine would be ready to repay the debt.
The decision to halt the payment is “effectively, a declaration of Ukraine’s default” the chairman of Foreign Policy committee in the Russian Federation Council, Konstatin Kosachev, said.
The Kyiv government will not make a payment due this weekend on its debt of $3 billion (2.77 billion euro), Prime Minister Yatsenyuk announced on Friday.
In August, the Ukrainian cabinet and a group of its other worldwide creditors have reached an agreement, which envisages a 20-percent write-off of 15 billion USA dollars of Kiev’s foreign debts and a 4-year extension of the loan repayment period. The two sides indicated this month that they were open to negotiations to restructure the debt and have been using German officials to mediate indirect talks.
Heated debates at the Verkhovna Rada in Kiev have in the past spilled over into scuffles.
Prices of Ukraine’s dollar denominate bonds were steady on Friday, according to Tradeweb data.
“IMF has confirmed the debt is official, but Ukraine has not made any suggestions, which could be based on acknowledging of the debt’s official status”.
The Kremlin has said it will suspend a trade pact with Kyiv which will exclude Ukraine from from the free market that includes former Soviet states in the new year.
But many of Kiev’s government troops which are battling the insurgents also speak Russian, belying Moscow’s claim.
“Approval of a budget that deviates from program objectives for 2016 and the medium term will interrupt the program and inevitably disrupt the associated worldwide financing”.

Ties soured further after Ukraine launched military operations in April 2014 to silence pro-Russia forces in the country’s eastern regions of Donetsk and Lugansk.
