UN Security Council adopts resolution laying out an end to Syrian war
The UN Security Council on Friday adopted a resolution endorsing a peace plan set out during three rounds of global talks to foster an end to the Syria civil war. It also commends the “usefulness” of a meeting convened by Saudi Arabia in Riyadh of every rebel force, except Jabhat al-Nusra and Isil. It also backed a timeline previously agreed in Vienna for talks between the government on a unity government and opposition, and eventual elections.

In September, Russia began launching air strikes against armed groups in Syria, saying the IS militants and other “terrorists” were targets.
Instead, the world powers settled for a resolution calling on warring sides to start peace talks “in early January”.
“This council is sending a clear message to all concerned that the time is now to stop the killing in Syria and lay the groundwork for a government that the long-suffering people of that battered land can support”, US Secretary of State John Kerry told the 15-nation council after the vote.
“It is my firm belief and the belief of the experts in this administration, that so long as Assad is there, we can not achieve that kind of stability inside of Syria”, Obama told reporters at his year ender news conference on Friday.
Aside from hosts Russian Federation and the United States, the ISSG represents Britain, the UAE, Turkey, Saudi Arabia, Qatar, Oman, Lebanon, Jordan, China, Egypt, Germany, France, Iran, Iraq and Italy.
Echoing earlier resolutions focused on the humanitarian situation in the Syria, the council also “demands that all parties immediately cease any attacks against civilians and civilian objects”.
Lavrov said that the most important success of the meeting is activating “Vienna document” through adopting the resolution and authorizing de Mistura full to start the work and call for holding meetings between the Syrian Government and Various opposition groups.
As for the proposed peace talks, Mr Amir-Abdollahian said that Iran was in favour of negotiations, but added: “Terrorist groups have no place in Syria’s national dialogue”.
The Security Council resolution calls for “free and fair elections” supervised by the United Nations within 18 months in which all Syrians, including those overseas, would be eligible to vote.
In remarks to the UNSC, Ban urged members “to show vision and leadership in overcoming your differences”.
Syria’s ambassador to the UN, Bashar Ja’afari, criticized the “glaring contradictions” between the talk about letting the Syrian people decide their fate and what he called interference in his country’s sovereignty by talking about replacing Assad. Lavrov warned against efforts to “divide terrorists among good and bad ones”.

Publicly at least, the divide on Assad persists.
