It also urged countries to intensify efforts to stem the flow of foreigners looking to fight with IS in Iraq and Syria and to prevent and suppress financing of terrorism.

A separate resolution introduced by Russian Federation on Wednesday wasn’t discussed by members of the Security Council. “It provides a guarantee that there will be an effective fight against worldwide terrorism”.

European Union interior ministers have agreed to draw up plans for the “systematic control” of all people entering the bloc following the disclosure that the mastermind of the Paris terror attacks was able to slip into the country undetected.

“We must also choke off funding, arms, recruitment and other kinds of support to ISIL and al-Nusra”, U.S. Ambassador Michele Sison said. “They are terrorists and should be confronted as such with the full force of the law”, Najib said.

The French-proposed document emerged a day after Russian Federation submitted a renewed text of its own draft resolution. Authorities there have charged two people with involvement in the Paris attacks.

Friday’s resolution was passed unanimously by the 15-member body, a rare diplomatic feat as for four years Russian Federation and Western countries have sparred over the war in Syria.

France’s ambassador to the United Nations, François Delattre said the resolution “is short, strong, and focused on one primary goal: the fight against the common enemy, Daesh [Isis]”. Al-Nusra is the Syrian branch of al Qaeda.

The British envoy described it as a “call to action” to member-states to join in global efforts to defeat IS.

Following the vote, Prime Minister David Cameron said: “This is an important moment”. Mr. Cameron has outlined plans to begin airstrikes by the United Kingdom in Syria.

Russian Ambassador Vitaly Churkin told reporters that the French draft is a good one and that his country is studying it. “I don’t think this is going to be a big problem”, he said, adding that perhaps both drafts could go forward, since Russia’s is more broad. “We intend to continue the active work on the harmonization of our project, with a view to its early adoption”, TASS quotes the diplomat as saying.

The Security Council has issued 25 terrorism-related resolutions so far, the first of which was adopted a day after terrorist attacks in the US on September 11, 2001.

The resolution also expressed deepest condolences to the victims of the terrorist attacks and their families and to the people and governments of Tunisia, Turkey, Russia, Lebanon and France, and to all governments whose citizens were targeted in these attacks and all other victims of terrorism.
