The agreementrepresents one of the strongestappeals for peace by the council, divided for years on the issue of Syria’s war.
The shift was seen as paving the way for the adoption of a UN Security Council Resolution calling for a ceasefire and political solution to the almost five-year old brutal war in Syria.
John Kerry, US secretary of state, said the resolution aims to install a transitional government within the first six months, paving the way for elections within the next 18 months.
Diplomats said the main problem in the negotiations on the resolution involved Russian and Iranian concerns about how to refer to a bloc of opposition groups that would join UN-led peace talks with the Syrian government set to begin in January. Ceasefire calls are important, and all Syrian rivals should lay down their arms, the foreign minister said.
The talks come a day after security council finance ministers, including Chancellor George Osborne, agreed a resolution to step up efforts to cut off all sources of funding for the Islamic State (IS) terror group – also known as Isil, Isis or Daesh – in Syria and Iraq.
The plan also calls for a ceasefire, but there is also disagreement over which armed groups should be designated as terrorists and consequently excluded from any talks or ceasefire.
Kerry said other countries would help Jordan draw up a final list.
Kerry reiterated that there is no military solution to the crisis in Syria and the political solution is the only choice, affirming that only the Syrian people have the right to determine the future of their country.
“It is possible that the Syrian people decide Assad should leave, and then he must leave”, the official added.

Assad has portrayed himself in recent interviews with the Western media as a protector of Syria’s minorities, saying his rule was an example of religious tolerance in a country threatened by Islamist insurgents who have taken swathes of territory and seek to impose their version of strict Islam.
