Protesters say Clark, who was unarmed, was wearing handcuffs when he was shot; the Police Department denies the allegation. Public outcry has been furious since a dashcam video was released last month showing Van Dyke shooting McDonald 16 times.

Major population centers including Syria’s Raqqa and Iraq’s Mosul remain Islamic State strongholds, allowing it to maintain a revenue base and possibly plan attacks outside its territory. More than 1,000 fighters were received training at the camp when it came under attack.

Turkey denies the charges.
