UNSC cancels meeting on Syrian ceasefire between US, Russia
Aleppo, Syria’s second city, is a particular focus after weeks of heavy fighting.

Mr Bogdanov said the current deal was “the only plan on the table”. Fighting broke out between government forces and opposition rebels in the Syrian capital of Damascus on Friday morning.
The UN envoy to Syria, Staffan de Mistura, on Thursday stressed the need for the US and Russian Federation to ensure opposition and government forces disengaged along the Castello Road, a major transport artery along which the convoy of 20 trucks will go.
Castello Road, nicknamed “Death Road” is said to be the only way into rebel-held neighborhoods in eastern Aleppo.
Up to 300,000 people are thought to live here, and it’s been nearly two months since they last received aid.
The Syrian government then would be barred from conducting air operations in those areas.
So far that is not the case and along the northern border with Turkey aid convoys remain blocked.
A ceasefire deal agreed by Washington and Moscow that went into force at sundown on Monday calls for the demilitarization of Castello Road. The dead include 700 civilians, among them 160 children, according to the Syrian Observatory for Human Rights.
Russian ambassador to the U.N. Vitaly Churkin said there was no point in briefing the council if the USA did not want to say exactly what was in the deal.
Russian Federation has accused the U.S. of failing to uphold their end of the Syrian ceasefire agreement.
But Turkey views them as an offshoot of the Kurdistan Workers Party, or PKK, which has waged a decades-long insurgency in Turkey and is viewed as a terrorist group by Turkey and the U.S.
“The number of ceasefire violations by the Syrian opposition is consistently growing”, Poznikhir told journalists, stressing that the United States “still takes no measures to make opposition forces under its control observe the ceasefire regime”.
But there appeared to be no progress on another key element of the agreement: unhindered aid access throughout the country, particularly to areas like rebel-held east Aleppo.
But the truce has so far been fragile, and Moscow has repeatedly blamed Washington for what it says is its reluctance to use its influence on some Syrian opposition units unwilling to stop fighting alongside the radical Jabhat Fatah al Sham organization, formerly known as the Nusra Front.

Russian Federation intervened with its air force on the side of President Bashar Assad’s government a year ago, turning the tide of the war in his favour.
“This is something that is required to happen immediately”, he said. Speaking to reporters in Geneva, Laerke said the trucks are in a “special customs zone” on the Turkish border.
Jan Egeland, the top humanitarian aid official in de Mistura’s office, said the “good news” from the cessation of hostilities was that the bloodshed has dropped and that “attacks on schools, attacks on hospitals have stopped”.
Staffan de Mistura says a U.S. -Russia brokered cease-fire deal agreed last week has largely reduced the violence since it came into effect Monday, but the humanitarian aid flows that were expected to follow have not materialized.
If the ceasefire holds for seven days, Russian Federation and the USA would then coordinate military planning to destroy the Islamic State and the Al-Qaeda affiliated Al Nusra militias.
“The United States will not compromise operational security”, the official said.
Assad has been accused of war crimes in the Syrian civil war and his opponents inside and outside the country have insisted that his departure is a prerequisite for a peace settlement.
The UN had hoped that 40 trucks of food, enough to feed 80,000 people for a month, could be delivered to rebel-held eastern parts of Aleppo as soon as possible.
It made the comments after being asked about Syrian rebel assertions that the Syrian army had not withdrawn from positions around the Castello Road, which leads into Aleppo, meaning that aid deliveries to the city were unable to start.

Earlier Friday, a barrage of rocket fire and shelling could be heard coming from the rebel-held east Damascus district of Jobar, an AFP correspondent said.
