The attack followed weeks of protests against Indian rule in Kashmir sparked by the killing of popular rebel leader Burhan Wani in a gunfight with security forces.

Ban expressed hope that the perpetrators of the attack will be brought to justice and all stakeholders will meet their responsibilities to maintain peace and stability.

Also pakistan’s threat of using nuclear weapons in case of an attack by India, can not be taken easily, experts cautioned. Pakistan claimed that India’s charges were totally baseless and irresponsible and further said that if India have the proof, then gave it to Pakistan.

Speaking to reporters after Pakistan Prime Minister’s Advisor on Foreign Affairs Sartaj Aziz raised the Kashmir issue at the 17th Non-Aligned Movement Summit, Akbar slammed Pakistan for giving sanctuary and support, both domestic and worldwide to terrorists and investing in the evil menace of terrorism. Some analysts said New Delhi was wary of launching an aggressive operation with world leaders gathering for the United Nations meeting and civilians still protesting in the Kashmir valley. “I assure the nation that those behind this despicable attack will not go unpunished”, Modi tweeted.

Meanwhile, Union Home Minister Rajnath Singh has hit out at Pakistan branding it as a “terrorist state”, adding that he was disappointed by Islamabad’s continued support to terrorism and terrorist groups.

The army said in a statement that a large number of Indian troops were temporarily stationed at the base, in the town of Uri, when it came under assault.

“They were all foreigners and belonged to the Jaish-e-Mohammed”, he said. The ghastly Uri attack comes two years after militants had carried out a similar attack at Mohra in Uri in which ten security personnel were killed.

He said “India has a history of blaming Pakistan immediately after a terror attack, which always proved wrong in investigations”. Some of wounded soldiers were in critical condition in Srinagar, about 70 km away.

“Keeping the situation of Jammu and Kashmir in mind and in the wake of terror attack in Uri, I have postponed my visits to Russian Federation and the U.S.”, he said in a statement.

India and Pakistan – nuclear-armed rivals that have fought three wars over Kashmir since 1947 – have seen relations plummet to their lowest point in years. The attack killed 18 soldiers and more than 20 were critically injured.

Sunday’s attack was one of worst strikes on an army base in Kashmir since militant attacks began in 1989.
