Rather than lug around a filing cabinet of individual student goals to track progress year to year, teachers at the school adopted a new program this year called FreshGrade, which has digital profiles of all students and their grades on assignments and tests. The data showed that magnets scored higher than charters.

On appeal to the Commonwealth Court, the district reasoned that because the law specifically states that charter schools in Philadelphia are permitted to operate in more than one location, the Legislature meant to prevent charters in other school districts from using more than one building.

Charter schools remains a hot issue in the Bay Area, as Rocketship Education and other organizations seek to expand the number of charter schools in Santa Clara County.

Federal rules say states must give districts and charter schools at least 85 percent of their previous year’s allocation of Title I funding. But a much fairer comparison is between charter schools and magnet schools (“Test scores complicate the debate over expanding L.A. charter schools”, Los Angeles Times, Sep. 26).
