US-Russian Brokered Partial Cease-Fire Largely Holding — UN Secretary-General
Russian Foreign Minister Sergey Lavrov told reporters in Geneva on Tuesday that any faction that repeatedly violates the cease-fire can be attacked.

One of the parishioners, Farah Arijan, said Nusra Front militants badly damaged the church when they captured the village in 2012.
“They agreed on the importance of urgently moving forward simultaneously on implementing the cessation of hostilities agreement, providing vital humanitarian assistance to civilians, and returning to political negotiations”, the statement said. “There has been a significant drop in air raids and shelling as well as in casualties”.
The Syrian government as well as almost 100 opposition groups announced their agreement. But the format for the indirect talks is flexible and some parties could turn up days later, he said.
“We have seen a notable reduction in violence in Syria, and certainly there has been a reduction, there is no doubt about it”, Kirby said.
Halting the fighting and stepping up aid deliveries in Syria, especially to almost half a million people in besieged areas, are vital to pave the way for peace talks, he said. It said the attacks amounted to war crimes.
The United States and Russian Federation spearheaded the cessation of hostilities between the government of Syrian President Bashar al-Assad and rebel groups. Reuters reports that the Syrian State news agency claims that the mortar attacks were launched from Turkey.
The Syrian Observatory for Human Rights said that Assad’s forces fired a shell on Tuesday morning in the town of Yadouda in Daraa Province.
Syrian troops and the SDF had halted their offensive in northern Syria for days after the Russian Federation and U.S.-brokered cease-fire began midnight Friday. “I’m somewhat skeptical that these fragmented groups will all have an interest in keeping the cease-fire”.
He added that the most important thing for him is that citizens can’t hold machine guns and hurt people. We don’t ask for anything. These were some of the conditions laid down in a U.N. Security Council resolution passed in December. Turkey has been unhappy with the truce since the Kurdish groups in Syria are regarded by Erdogan, the president, as terrorists.
The cessation of hostilities was largely envisaged in Munich on February 12 during a meeting of the International Syrian Support Group (ISSG), which is co-chaired by the USA and Russian Federation.
THE ceasefire that took effect in Syria on Saturday kept many analysts and observers quite sceptical as to its ability to hold.
A total of 15 ceasefire violations have been registered in Syria in the past 24 hours, Interfax quoted the Russian military as saying.
According to Abdel Rahman, 42 rebel fighters have been killed since the deal came into effect, mostly in the coastal province of Latakia, Hama province in central Syria and the rebel bastion of Eastern Ghouta near Damascus.
But not shooting is better than shooting, and while a cease-fire in that country does not include, for obvious reasons, the Islamic State group and al-Qaida, it is better than a state of chaos. But the truce has remained highly fragile with violations reported in many areas with the opposition and the Syrian government blaming each other.
The Russian military said Monday that its warplanes struck al-Nusra targets north of Aleppo.

The Syrian regime also proclaimed small victories against Islamic State.
