“I don’t think he ever would’ve beaten Clinton or Sanders”, said one woman.

“They are our opposition, they are not our enemies, and for the sake of our country, we have to work together”, he said.

Before his death Mr Biden’s son had urged him to declare, but the vice-president said he had now “run out of time” to mount a credible campaign for the Democratic nomination.

The news capped months of speculation about whether Biden would challenge Hillary Clinton, his fellow Democrat, former Senate colleague and friend.

Although Sanders praised the president for leading the nation in the recovery from the financial crisis, he said several issues, such as rising college tuition prices and widening income inequality, were left unaddressed. “Everything was moving in the right direction”, said the adviser, who dismissed the idea the decision hinged on a major Hillary Clinton campaign implosion.

Outlining a checklist of policies, Mr Biden named goals that the Obama administration hopes to achieve in its last 15 months in power, as well as dreams he would hope to achieve if elected to the nation’s highest office. On the other hand, Biden has a good base of public supporters.

This late in the game, the 72-year-old former senator and two-time presidential candidate may have struggled to garner cash, endorsements and a campaign team to rival Clinton.

Limbaugh speculated that Biden really wanted to run and was told not to.

Enthusiasm was muted even among the 12 Biden supporters interviewed by Reuters who said they would now support Clinton.

Born in Scranton, Biden moved to Delaware with his family when he was still in grade school. “The process doesn’t respect or much care about filing deadlines or debate or primaries and caucuses”. Then quickly corrected himself saying, “I couldn’t do this if the family wasn’t ready”.

The type of partisan discourse Biden says must end. With Biden out of the race, Clinton’s campaign sees the hearing as a final hurdle before she can fully focus on early voting contests in Iowa, New Hampshire and elsewhere. Biden’s support was at 14.5 percent, with a credibility interval of 3.7 percent.
