Biden’s warning to Turkey came in a White House statement describing a phone call between Biden and Iraqi Prime Minister Haider al-Abadi (HY’-dahr ahl ah-BAH’-dee).
Last week, Carter told Congress that the United States would provide attack helicopters or combat advisers if they are requested by the Iraqi government and if circumstances indicate a need.
The U.S. military said on Wednesday it was removing 12 fighter jets from Incirlik air base in Turkey after sending them there last month to bolster the fight against Islamic State and to help reassure Turkey after Russian incursions its airspace.
“Four Turkish troops were wounded in a mortar attack against the military training camp near Mosul”, the official said.
Turkey deployed around 150 troops in the Bashiqa area this month with the stated aim of training an Iraqi militia to fight the Islamic State in Iraq and the Levant (ISIL).
One of the most powerful among them, Ketaeb Hezbollah, said on its TV channel Etejah that it was responsible for shelling the Turkish base near Bashiqa Wednesday.
A US-led global coalition of around 60 nations, including Australia, has been conducting airstrikes against Daesh targets in Iraq and Syria since August 2014. He said he plans to discuss the offer with Iraqi leaders, adding that al-Abadi has said he is willing to consider it and any decision is up to the Iraqi government.
Kurdish official Hemin Hawrami said on Twitter that Kurdish peshmerga forces had repelled multiple attacks on Wednesday by the militants, who deployed nine auto bombs and eight suicide attacks.
“We offer condolences to our martyred Iraqi brothers’ families and the Iraqi people, and wish the injured a speedy recovery”, the ministry also said.
It was the latest stop on the secretary’s trip across the Middle East talking to top US generals and allied leaders about ways to increase military pressure on the Islamic State in Iraq and Syria. While the attacks demonstrated that Islamic State maintains that ability, they also showed how determined Peshmerga forces are in responding, officials said.

The recent focus has been the battle in Ramadi, the capital of Anbar province, which IS militants took in May. Iraqi forces have been preparing to try to take the city back, encircling it. But progress has been slow.
