Secretary of State John Kerry leaves the Capitol in Washington, Tuesday, October 27, 2015, after briefing the Senate Foreign Relations Committee on the Administrations response to the Syrian conflict, in a closed session. “It is time we stop reacting to his – and get back to ours”, says senior fellow of Georgetown University’s School of Foreign Service, senior advisor at Blue Star Strategies and co-director of the Transatlantic Renewal Project Jeffrey Gedmin. The invitation for Iran to participate in the talks came from Moscow. Iran has also mobilized Shi’ite militia fighters, including Iraqis and a few Afghans, to fight alongside Syrian government forces.
Alexei Malashenko, an expert on Islam with the Carnegie Endowment’s Moscow office, said that officials in the Caucasus had an interest in encouraging the militants to move out of the region. The United States has said it could tolerate Assad during a short transition period, but that he would then have to exit the political stage. The focus has shifted from Washington and its Western allies to Moscow, which is now trying to generate a political process that would go in parallel with its military operations in Syria.
As the Syrians, who pay the price, we need an exit. “The recruiters are quite sly and well-prepared, they know methods of ideological indoctrination and are good psychologists”, he said. Today the Russian bombing campaign seeks only to stabilize the Syrian regime’s lines around the key corridor running north from Damascus through Homs and Hama.
The council said that this new exodus is pressuring already overcrowded and overstretched camps in the country.
Most of its allies are in one way or another negotiating with Moscow, and the clear message is that any new diplomatic path will run through the Russian capital rather than Washington. The demonstrations were far from unified in their demands, ranging from people who demanded more democratic governance to those who had for decades wanted to overthrow the state and replace it with a sectarian Sunni Islamic state. However, numerous strikes have targeted Syrian rebels in areas where the extremist group is not present and have hit civilians.
There has been no evidence of subsequent supplies of missiles since that initial consignment two years ago, possibly indicating that Qatar ultimately bowed to U.S. pressure to keep anti-aircraft weapons out of Syria. Since last month, Russian Federation has launched hundreds of airstrikes targeting what it says are the Islamic State and other terrorist groups. To sweeten the deal further, Putin might even agree to implement “no-fly” safe zones in northern Syria where humanitarian organizations can tend to the millions of Syrians displaced by the war – an option which to date Russian Federation has rejected. Hence, triangulating what is going on inside Russian Federation (and the regime’s reading of this) in many cases is maybe as important as the particular details of the regional and global security issue or crisis under discussion in accounting for the Putin regime’s foreign policy position.
There have been major changes in the country since Sablin last visited in May, the senator revealed.
While foreign minister Sergei Lavrov has, at times, suggested that elements of the Free Syrian Army (a loose-knit association of groups, many of which have been hit by Russian air attacks) could join in peace talks. “We also need greater use of national currencies in transactions with the countries which are our active trading partners”, the President said.
A Russian lawmaker who met Assad on Sunday as part of a delegation told Reuters the Syrian leader’s priority was to defeat terrorists before holding elections.
That lawmaker and another also said Assad told them he would be willing to hold parliamentary and presidential elections if necessary.
The deal between Putin, Assad and Mullahs has considerably raised the number of Syrian refugees who make a long way from Turkey, Greece, and the Western Balkans to reach a safe country, preferably Germany.
Most local imams in Dagestan shun radical views, but they have found it hard to counter the appeal of radical ideas promoted by the Islamic State.
