USADA demand blanket ban on Russian athletes in Rio

But McLaren said the cheating in Sochi was a one-shot deal.

The report confirmed that state-sponsored doping in Russian sports went far beyond the Sochi Olympics.

He said the USOC will rely on the IOC, WADA and global sports federations to apply appropriate sanctions.

Russian track and field athletes have been banned from worldwide competition by athletics world governing body the IAAF after an earlier inquiry said there was “state-sponsored” doping. Last week, he said if the report was as damning as expected, he would push for such a ban.

The letter encourages exceptions for Russia-born athletes who can prove they were subject to strong anti-doping systems in other countries.

Investigator Richard McLaren says he’s confident the report was not leaked, and the moves to send the letters were based on nothing more than speculation.

An investigator looking into Russian doping found the country’s state-directed cheating program resulted in at least 312 falsified results and lasted from 2011 through at least last year’s world swimming championships.

The World Anti-Doping Agency commissioned an investigation by McLaren into claims made by Russian laboratory director Grigory Rodchenkov in The New York Times that anti-doping procedures were subverted by Russian government agencies at the 2014 Sochi Winter Games.
