Commonwealth Secretary General Kamalesh Sharma said the leaders have also made a decision to set up a new mechanism to help poor countries manage debt accrued on climate management.

“India played its role in the deliberations making it very clear that we should not try to pre-judge the outcome of Paris COP21 and also need to ensure adequate funding for developing countries so that they meet their INDC (Intended Nationally Determined Contributions) targets”, Swarup said.

“It’s a real shame Malcolm Turnbull is following his party on climate change, not leading it”.

During talks on climate change, India had forcefully articulated its concerns of the developing countries in finalising a policy statement of the Commonwealth countries in dealing with climate change which is likely to have an impact in negotiations at COP21 in Paris beginning on Monday.

“Canadians as a whole were extremely touched and affected deeply by the attacks, and it was an important opportunity to demonstrate that we stand firmly in sympathy and in resolve with the people of France – indeed with everyone around the world in the fight again terror and the work to create peace and stability across the world”, he said.

Because its membership includes industrialized G7 powers like Britain and Canada, emerging giants like India and tiny island microstates such as the Maldives, agreement in the Commonwealth has historically boded well for deals being struck beyond its bounds.

The goal is to limit average global warming to two degrees Celsius over pre-Industrial Revolution levels by curbing fossil fuel emissions.

Gregor Robertson met with Trudeau and Environment Minister Catherine McKenna in advance of the United Nations Climate Change Conference, which kicks off tomorrow.

Couillard said he congratulated French Prime Minister Manuel Valls on the city’s commitment to hosting the massive conference, saying it was the “best response” to the atrocity.

“It’s a political rather than environmental statement”, Mr Turnbull said.

Most of the leaders at the Commonwealth meeting will also attend the Paris event which starts next week.
