He then had a failure of the hybrid power access which the team was not allowed to help him resolve.

Vettel said Ferrari had made a “good step” forward from Friday, when Raikkonen indicated the Scuderia was struggling to get the tyres to work over one lap.

Sergio Perez was third quickest in the second session and his Force India team-mate Nico Hulkenberg was fifth.

F1 announced the result on its Twitter feed on Monday, meaning Perez has now won the award twice in three races – he was also the victor for his drive to the podium in Monaco. A handful of others did likewise on two-stop strategies, but when he was instructed to pit on the eighth lap, Vettel overrode Ferrari and would stay out until lap 20, a lap before Rosberg pitted.

Perez passed him on track to secure the place on the road at the start of the final lap. He would have been relegated behind the Mexican anyway regardless of the passing move.

“I don’t know what was the issue at the end of the session, for sure something happened, the auto stopped but we still don’t know why”.

Fernando Alonso says he doesn’t get the current radio ban.

Both Ferraris had mechanical problems at the end of the afternoon. He may have finished sixth in the inaugural Baku Grand Prix, but the Finnish driver admitted that it was best result the team could achieve.

Felipe Nasr survived a brush with a wall for 12th for Sauber, leading home Romain Grosjean’s Haas, Kevin Magnussen’s single-stopping Renault and the Dane’s team mate Jolyon Palmer, Esteban Gutierrez in the second Haas, Marcus Ericsson’s Sauber and Rio Haryanto’s Manor.
