Officials interpret the increase in reports and the survey findings as a sign of a cultural shift: Students may be feeling more comfortable speaking out about sexual misconduct when it occurs.

Biden has been a long-time supporter of sexual assault prevention and awareness. Biden took the stage about 4:45.

“It’s really encouraging to see students respond so well to this and it makes me glad that I’ve spent so much time and effort on it”, Lazarski said.

“It was a great disappointment because I thought we had begun to change the culture”, he said.

“I wouldn’t be surprised if it happens once a week on campus”, she said.

“I’m up here sharing my story not as victim but as survivor”, said an emotional Canter. “It’s on me, it’s on you, and it’s on us”.

“Being that (Morehouse) is an all-mall college, it made sense for him to say those things”, Morehouse student Johnnie Morris, 18, said after the speech.

Also at the meeting, Biden admitted that he has no evidence climate change causes fires, though he said those who don’t believe in global warming are dim-witted.

In a Joe being Joe moment Monday, Vice President Joe Biden went off script when addressing the nation’s fire chiefs, conceding he felt “worried” by those who are Republicans, adding, “what’s wrong with you?” He was joined on the podium by Morehouse College president and Atlanta Mayor Kasim Reed.
