Video of fatal shooting shows Chicago officers firing at car

This video footage, which was released on Friday, prompted Chicago police to warn of “civil unrest” and potential violence against cops.

Police are investigating whether he intentionally turned his camera off.

The videos also show police after giving chase through backyards after O’Neal runs away on foot, but the shot in the back that killed him was not captured.

The police department released the body and dashcam videos of the shooting at noon Friday.

It was the first time the city was making public such material in a fatal police shooting under a new policy that calls for it to do so within 60 days.

CHICAGO-Chicago authorities on Friday released nine video clips related to last week’s fatal police shooting of an unarmed 18-year-old black man who crashed a stolen auto into a police vehicle, then fled into a nearby backyard where he was gunned down. Oppenheimer said the officer who claimed O’Neal shot at him was just trying to justify the shooting.

“He shot back, right?” one policeman who fired at the fleeing driver is heard asking.

The videos released are from police vehicle dashboard cameras and police body cameras.

After O’Neal is in custody, one officer can be overhead on the video lamenting that he’ll now be forced on desk duty. Though the videos show officers saying they thought O’Neal fired at them, no gun was ever found.

Three of the officers involved in the shooting have been suspended. “Frederick Douglass said it back in 1845 when he said, ‘They whipped the slaves for the slightest offenses to discourage them from committing larger ones.’ That exactly what we are seeing police do with broken windows”.

An attorney representing the O’Neal family, Michael Oppenheimer, filed a lawsuit on Monday, stating that the video proves that the young man’s death was “cold-blooded murder”. It was unclear what the video would show. One officer is standing on the suspect’s leg.

Authorities have not said specifically what policy the officers broke. One officer can be seen searching through O’Neal’s backpack and finding a screwdriver. Officers are heard cursing at O’Neal, whose arms appear limp as they put him in handcuffs.

“I want everybody to know that Paul had goals”, she said, pausing and putting her head in her hand emotion took hold.

Police Supt Eddie Johnson has stripped three officers of their police powers after it was determined they may have violated department policy in the shooting.

Mayor Rahm Emanuel has pointed to body cameras as a tool to build trust in the police; department officials have not said why the camera did not record the shooting.

Instead of City Hall using the investigation as an excuse to withhold the video – a public record – indefinitely, IPRA expedited its release, well ahead of the city’s new 90-day deadline. Another officer then begins shooting at the vehicle, and 11 shots are heard in rapid succession.
