Video shows police pepper-spraying teen girl

Maryland attorney Robin Ficker, retained by the girl’s mother, posted a photo of the girl, and video of the incident on his Facebook page.

“Put your feet in the auto, OK, or you’re going to get sprayed”, a cop told the youngster as she continued to ask the officers – all of whom were white – to call a black officer named Zack who knew her family.

“At no time did they take her to the ground”, Brito said during a news conference at Hagerstown City Hall. She said she wouldn’t identify herself because she’s a private person. Her mom provided records of that visit that said the girl was was arrested for not showing police her insurance information. “The child was knocked unconscious”.

A news conference with a 15-year-old Maryland girl who was pepper-sprayed by police turned into a shouting match when the mayor showed up.

When the girl wouldn’t move her leg to get inside a police vehicle, she was pepper-sprayed.

Brito said the girl calmed down at the station, where she was charged as a juvenile with assault, disorderly conduct, a traffic violation and marijuana possession.

“Well if someone may have brain damage, why are you slamming her against a wall?” She then cries and kicks away from the building it’s connected to as the Hagerstown officers properly secure her in the metal contraption.

The video shows two Hagerstown Police Department officers struggle with a teen who screams as they repeatedly try to detain her and get her to comply.

“The only treatment she got (from police) was slamming, abuse and Mace”, Ficker stated. “And she’s going to come over here and fight us when all we want to do is make sure she’s okay”. The girl shows no visible injuries in the videos and tells the officers she wasn’t hurt. “We wanted to share this perspective with you to provide a better understanding of the full incident”.

The girl’s father picked her up from the police station and drove her to Meritus Medical Center, where – three hours after she was sprayed – medical staff washed the burning chemicals from her eyes and face. Kifer declined to identify them or their daughter, citing privacy concerns. Finally, two officers cuff the girl’s hands behind her back and hold her down by her shoulders as they tell her to stop resisting.

“Let me go”, she yells as she squirms in an attempt to break away from the officers. The teen is reported to have refused medical treatment but the officers allegedly stated that she could not refuse treatment because she was a minor. The teen said she could not scoot back to put her legs inside. She kicks one of their body cameras, stopping the recording, the department explained.

“You’re gonna get sprayed, put your feet in”, an officer is heard saying. Another tells other officers, “I’ll just spray her if you want to step back”.

After warnings, an officer administered the spray through the rear window, that had been rolled down approximately 3 inches. The girl then sits on the ground and doesn’t respond as police ask for her name.

According to her lawyer, Robin Ficker, the impact from the collision initially caused the girl to briefly lose consciousness. A driver claimed that the teen ignored a traffic signal and rode her bicycle into his auto.
