Volkswagen emissions-cheating scandal needs European Union inquiry: French minister

The trigger to the company’s market woes was last Friday’s revelation from the U.S.’s Environmental Protection Agency that VW rigged almost half a million cars to defeat US smog tests. The software turned on the cars’ full emissions control systems when the cars were being tested by the government, and then turned off those systems during normal driving.

But now VW is acknowledging that the fallout from the scandal will be felt around the world.

“I am deeply sorry that we have broken this trust, I would like to make a formal apology to our customers, to the authorities and to the general public for this misconduct”.

“I would be very much surprised if this was just a handful of engineers manipulating the software and everyone else not knowing about it”, says Arndt Ellinghorst, an analyst with Evercore ISI. But the outcome is now less certain. Traders are pricing in a 20 percent chance the Fed will raise rates next month, and nearly even odds of an increase in December. He was consolidating authority after surviving a power struggle with VW patriarch Ferdinand Piech in April. But the clan chief’s backing is uncertain, said a person familiar with the situation.

Mr. Winterkorn on Tuesday acknowledged “misconduct” on Volkswagen’s part while pledging “Everything will be put on the table at this time, as quickly, thoroughly and transparently as possible”. Shares in vehicle firms across Europe followed VW lower yesterday.

In France, Peugeot SA (UG.FR) slid 11% and Renault SA (RNO.FR) lost 8.3%.

The first of what will likely be many lawsuits has been filed against Volkswagen for diesel emissions fraud. Both are strictly regulated under the Clean Air Act.

In Germany, now hosting the Frankfurt motor show vaunting the industry’s strengths and environmental credentials, the government launched an investigation into whether Volkswagen or other carmakers are doing anything similar in Germany or Europe.

“And in my German words, we have totally screwed up”, the head of Volkswagen’s USA division, Michael Horn, said Monday while unveiling a new Passat model in New York.

The amount of carbon dioxide emission is written on a Volkswagen… “If violations to Canadian regulations are found, enforcement action will be taken”, Mark Johnson said, referring to the technical term for the sort of software Volkswagen used in its cars.

An environment ministry official said the inspections will determine if any expediencies or manipulation exist when conducting emissions testing.

Only when the EPA and the California board refused to approve VW’s 2016 diesel models for sale did the company acknowledge putting stealth software in millions of its vehicles worldwide. Regulators refused. The meetings never occurred. A Justice Department spokesman declined to comment.

Mr. Winterkorn rejects widespread criticism that he neglected the US market while focusing on China. “What we are dealing with is avoiding people being poisoned by pollution”.
