“For over 90 per cent of the Europe group’s vehicles, solutions are now confirmed”, he told around a thousand VW executives at the company’s headquarters in Wolfsburg, northern Germany, without giving more detailed figures. When the EPA first accused Volkswagen of installing cheat software on its 3.0-liters at the beginning of this month, VW reps vehemently denied the charges.

Approximately 8.5 million vehicles are affected in Europe compared to 482,000 in the United States, where the enterprise announced to give a $500 prepaid Visa card, a second prepaid card worth $500 to the vehicle owners.

The 3.0-liter V-6 diesels have created a new source of friction.

Analysts have said the costs of fines, lawsuits and vehicle refits caused by VW’s rigging of diesel emissions tests could top €40-billion ($42-billion U.S.).

“The remedy proposed in the recall must not only fix the violation in question, it must also address the safety, drivability, vehicle durability and fuel efficiency of the cars involved”, CARB said in a statement on Friday.

Startingthe European recall would be a step forward in resolving the crisis thats engulfed Volkswagen since becoming public on September 18. The company has provided few answers even as new revelations come to light.

Volkswagen told the EPA and the California Air Resources Board the software is on about 85,000 Volkswagen, Audi and Porsche vehicles with 3-liter engines going back to the 2009 model year.

Audi of America communications chief Jeri Ward said Audi failed to disclose the software to the agency as required by law, noting that the software complies with European emissions law. A defeat device alters emissions-control systems in a way that violated clean-air laws.

A high-ranking Audi delegation traveled to the US last week to discuss the issues with regulators, revealing that the software targeted by the EPA, known as an auxiliary emissions control device, was present in older models.

Mr Mueller said VW’s internal enquiry into the scandal was “very complex” and would take many months to complete, though he promised a report on its progress in mid-December.

Volkswagen is now in the process of developing the cornerstones of its 2025 strategy, which it plans to present in mid-2016, Mr. Mueller said. The goal is to shake up the company’s autocratic structure and re-focus on three topics: digitalization, sustainability and integrity.
