Walker unveils plan to replace ObamaCare
Even drawing a Senate filibuster wouldn’t stop a truly determined majority without the threat of a veto, so a successful Presidential bid is key to achieving the party’s long standing goal of repeal-and-replace.

He is set to unveil his plan in a speech in Minnesota later on Tuesday.
Many states already have high-risk pools, but they haven’t worked well because, due to the fact that they cover many poor and sick people, they have high costs and are generally underfunded, experts say. “Actions speak louder than words”, Walker more-than-2-million-exchange-enrollees-forgo-cost-sharing-assistance” target=”_blank”>said. But still developing their strategies, Walker and Rubio have promised that their plans will be “budget neutral” while repealing all of Obamacare’s tax increases and suggests paying for it with cuts to Medicaid and taxes on expensive health insurance plans.
“In a health care plan that is light on specifics, Governor Walker endorsed the fundamental underpinning of Obamacare-the notion that America needs another entitlement program”, Jindal said in a statement.
Walker said his plan would be paid for by eliminating $1 trillion in taxes that are levied under the current law and by making other changes to Medicaid and how health insurance is taxed.
Walker also proposes a replacement for one of the most popular pieces of Obamacare – barring insurance companies from charging more to customers who have pre-existing conditions.
While every Republican candidate says he or she opposes aspects of the Affordable Care Act, Walker’s history as Wisconsin governor is somewhat different.
“We also have a great contrast with Hillary Clinton“, Walker said of his plan. “But with this Obamacare lite health care proposal, he’s going to have to drop those lines from his speech”.
Dividing Medicaid into three distinct programs with separate funding streams would remove incentives that encourage state spending while giving states flexibility, according to the aide, who spoke on a conference call organized by the campaign.
Walker is the first Republican presidential candidate in 2015 to release a detailed health care plan. He would also restructure Medicaid and allow people to shop for insurance across state lines.
The Walker plan’s sliding scale for tax credits would be based on age rather than income, as is the case with Obamcare.
Walker has a plan for low-income and pre-existing condition health care recipients as well, the Washington Post reports.
Other candidates in the crowded Republican field have also tackled health care. In September 2013, when congressional Republicans appeared to be girding for a government shutdown with the aim of defunding the Affordable Care Act, Walker urged a different approach. That fry-cook has to pay his premiums monthly, but won’t see cash from the credit until after he files his tax return.
Nationwide, the number of people who selected plans through HealthCare.gov, the online Health Insurance Marketplace serving 37 states, was almost 950,000.

Under the health law, almost eight in 10 consumers in Pennsylvania and the 36 other states using HealthCare.gov had the option of getting covered for as little as $100 a month or less after financial assistance that lowered the cost of their monthly premiums.
