Law enforcement agencies have since promised to improve communications between various departments and better train personnel to handle active shooter situations.

On 60 Minutes, Lanier said that those facing a gunman, like the Paris terrorist attacks, have a choice: “run, hide, or fight”.

Gun rights groups, which are now challenging the city’s gun carry law in federal court, agreed with Chief Lanier’s comments but criticized her handling of gun carry permitting.

Despite her call on Sunday night for civilians to “take the gunman down” in a mass shooting scenario, Washington DC’s chief of police has approved just 48 concealed carry licenses in the past year and almost 80 percent of all applicants have been rejected.

Director of the Police Executive Research Forum Chuck Wexler said that the latest statements from the police chief of the nation’s capital “is breaking new ground”.

“Consider taking a certified safety course in handling a firearm so you can defend yourself until we get there”, said David Clarke, the sheriff of Milwaukee County in Wisconsin, at a recent National Rifle Association convention.

“You can be prepared, and you can have a society that’s resilient, alert and conscientious without scaring people”, Lanier said.
