Cuomo also announced Thursday that a plan to revitalize the City of Elmira’s downtown district was the $10 million victor in the Southern Tier economic zone.

“The Downtown Revitalization Initiative will build on that momentum by investing in local assets to attract jobs and private investment and to transform downtown areas into vibrant, diverse and economically active hubs”.

A total of 10 cities and towns will each win $10 million, with one in each of the state’s 10 upstate economic regions.

The grant is part of a $100 million effort to improve the urban vitality of city centers across the state.

The winning proposal submitted by Plattsburgh calls for a new municipal marina and historic building renovations.

Cuomo will speak in The Space at Westbury, a performing arts complex, according to his public schedule. It’s expected he’ll announce that the Finger Lakes city has won a $10 million grant.

What’s not known is when – or if – Cuomo will visit central NY to announce the region’s Downtown Revitalization Initiative victor.

Ms. Purdy and other officials in Ogdensburg had been hoping the distinction of being St. Lawrence County’s only city – coupled with an abundance of vacant riverfront property – would help it secure the $10 million prize.

In the end, NY chose Plattsburgh over Watertown (and Ogdensburg) to give a lucrative prize to help in downtown revitalization efforts.

Stephen M. Hunt II, north country regional director for Empire State Development, could not be reached for comment.
