CHARLESTON, W.Va. (AP) — Flanked by law enforcement officers Thursday, West Virginia Gov. Earl Ray Tomblin vetoed a proposal for a second-straight year that would let people 21 years old and up carry hidden guns without permits or training.

A Senate amendment accepted Tuesday said the bill wouldn’t trump nondiscrimination ordinances, which exist in eight cities. Direct sale of raw milk remains illegal in West Virginia. If the bill becomes law, these adults, who are able to serve in our military and hold elected office, will be able to apply for a permit after undergoing training.

“With similar discriminatory legislation being considered in states across the nation, West Virginia sent a clear message to the world that Mountaineers do not tolerate discrimination”.

Senate Democratic Minority Leader Jeff Kessler, a candidate for governor, called it “a horrific day”.

The American Civil Liberties Union and gay rights group also applauded the Senate’s vote.

The bill had passed the House in a 72-26 vote.

The bill’s demise is a loss for the more socially conservative House of Delegates.

“I’m disappointed in today’s outcome”, Armstead said in a statement.
