But the fourth, David Fry, repeatedly insisted he wouldn’t surrender until federal officials heard out his grievances.

Originally led by brothers Ammon and Ryan Bundy, it came to a head after the arrest on Wednesday in Portland of their father, Cliven Bundy.
A total of 12 people were arrested that week, including Ammon Bundy.
Cliven Bundy had said he planned to go to the refuge, but it’s not clear what his intentions were when he said he’d fly from Las Vegas to Portland International Airport.
“It’s time”, the post said.
This story corrects Cliven Bundy’s age to 69.
The FBI says “no one was injured, and no shots were fired” when all four were taken into custody.
The Oregonian reported Bundy will face a conspiracy charge of interfering with a federal officer related to the stalemate at his ranch in 2014.
“You can peacefully assemble … and possess a firearm”, he said.
He is scheduled to appear in federal court in Portland at 1:30 p.m. (4:30 p.m. ET), prosecutors said. They all face the same felony count of conspiracy to interfere with federal workers.
The takeover of the wildlife refuge initially began as a protest against the jailing of two local ranchers, Dwight Hammond and his son Steven, who were convicted of arson and sentenced to prison. He was arrested last month. The last four armed occupiers of the national wildlife refuge in eastern OR said they would turn themselves in…
The deal was arranged in a series of calls that were live-streamed online Wednesday night and Thursday morning, with tens of thousands of people tuning in. Their surrender came after the arrival of two facilitators requested by the occupiers, Nevada state Assemblywoman Michele Fiore and the Rev. Franklin Graham.
Fiore was on her way to the refuge.
Federal authorities say the family has not made payments toward a $1.1 million grazing fee and penalty bill.
“Much work is left to assess the crime scene and damage to the refuge and tribal artifacts”, Billy J. Williams, U.S. Attorney, District of OR, said in the release.
Greg Bretzing, FBI special agent in charge in OR, told The Associated Press that authorities would take several days to search the buildings at the refuge to ensure no one else was hiding there and have specialized teams search for explosives.
They are the last remnants of armed group that seized the refuge on January 2 to oppose federal land use policies. When FBI agents tried to approach the driver, Fry said he quickly returned to the camp.
All four holdouts at the Malheur National Wildlife Refuge surrendered Thursday morning. Sean Anderson said that if the Federal Bureau of Investigation double-crosses them, “all deals are off”.
After a insane live broadcast full of prayers to Jesus the final four domestic terrorists occupying an OR wildlife preserve have surrendered. At times, they indicated it would be the best thing that could happen for their cause.
At one point late Wednesday, more than 66,000 people were listening. (Oregon Live kept up with the digital presentation all of Wednesday and early Thursday.) Considering the fact that Fry helped run the militia’s social media presence throughout the 41-day occupation, it comes as no surprise that he continued broadcasting until the very end.

“Bundy and his confederates recruited, organized and led hundreds of others in using armed force against law enforcement officers in order to achieve their criminal objectives”, the charging document said.
