Why black men fear that any police encounter could go awry

The video shows a black man lying on the ground with his hands in the air, yelling to police officers who have guns trained on him and the autistic man by his side that he’s a behavioral therapist. “A toy truck. I’m a behavior therapist at a group home”. “I am a behavior therapist at a group home”, Kinsey is heard telling the police who were armed with rifles and taking cover behind a patrol auto.

During the incident, the patient had a toy truck; Kinsey says he had been anxious for the patient’s safety and was surprised that he himself was shot – he tells Channel 7 that he had his hands up as high as he could get them, and had obeyed an order to lie on the ground.

Apparently, the “gun” was actually the toy truck Kinsey’s autistic patient was holding. “We’re pro-police. We love police!” she said. The case is being investigated by the Florida Department of Law Enforcement, he said.

At his swearing in, he said he hoped to build a stronger relationship between police and the community, particularly in light of other police shootings across the country.

She has contacted the Justice Department about the shooting, and promised to follow up with Chief Eugene regarding his non-responses and lack of transparency after the conference was over. Miami-Dade State Attorney Katherine Fernandez Rundle said her office would conduct a parallel investigation and determine whether criminal charges should be filed against the officer. Officers arrived at the scene and found an autistic man and an employee with an assisted living facility. No gun was recovered.

Kinsey described the shooting saying, “It was like a mosquito bite, and when it hit me, I’m like, I still got my hands in the air, and I said, no, I just got shot!”

A US congresswoman whose district includes North Miami told reporters she was shocked by the video that shows the scene before the shooting. Kinsey, who was caring for the man, said he made his way to the street to try and coax him back into the building.

“After the shooting, Kinsey said he asked an officer why he was shot and the officer said “‘I don’t know.'” Napoleon said officers handcuffed Kinsey and left him lying in the street on his stomach for 20 minutes without rendering first aid.

North Miami police have said in a statement that officers had “attempted to negotiate with the two men on the scene”.

“Physically, he will recover, but mentally, he felt like he did everything he could possibly do and that wasn’t good enough”, Napoleon said.
