Why voters are calling for Chicago Mayor Rahm Emanuel to be recalled
The payments were announced amid nearly daily protests over police treatment of minority suspects, following the release of a video in late November showing a white officer fatally shooting a black teenager 16 times.

That misconduct has led the U.S. Justice Department to conduct a sweeping civil rights investigation that could ultimately lead to a court order and the appointment of a federal monitor similar to the one that rode herd over city hiring for almost a decade.
When asked if the Law Department’s handling of lethal force cases should also be probed, Emanuel said said “No, I think that [federal investigators] are working where they are”. Officers Raoul Mosqueda and Gildardo Sierra testified during the trial that they pulled Pinex over, who was driving an Oldsmobile, because the auto matched the description of a vehicle that was wanted in connection to another shooting.
Patton said his office will double down on its efforts to properly train lawyers to produce records.
There is no indication that Emanuel’s job is in immediate jeopardy, but he continues to face protests and criticism over the police issues. “Attorneys who might be tempted to bury late-surfacing information need to know that, if discovered, any verdict they win will be forfeit and their clients will pay the price”, Chang wrote in his opinion.
“To the context that we’re in now, it says that the city is willing to hold itself accountable and be responsible in fixing something and having the determination”, he said.
Judge Edmond Chang’s ruling Monday also blasts the city’s law department that defends accused police for shoddy record-keeping.
The city law department announced Marsh’s resignation later Monday, saying it “does not tolerate any action that would call into question the integrity of the lawyers who serve” Chicago. The department’s statement says it’s continuing to review its procedures.
Chang’s ruling on Monday involved a federal suit brought by the family of Darius Pinex. He accused the department of not acting quickly enough when it realized its attorney wasn’t forthcoming about critical evidence.
This morning Mayor Emanuel said there is no place for that in this city.
The money was paid Monday, Jan. 4, 2016, to victims of a police unit commanded by disgraced former police commander Burge from the 1970s through the early 1990s, the Chicago Sun-Times reported.
Sharon Fairley said IPRA still won’t be able to divulge all the details about investigations while they are underway.
US Attorney General Loretta Lynch said the tactic would be used to improve the system through “training, policy guidance and equipment, to be more effective, to partner with civilians and to strengthen public safety”.
In McDonald’s case, IPRA and city officials cited the ongoing investigation in not making the video public for more than a year.

In a press conference unrelated to Emanuel’s fallout from the mishandling of the Laquan McDonald shooting and video, Rauner told reporters he was “very disappointed” in his friend and Cook County State’s Attorney Anita Alvarez.
